RESULTS - DECEMBER 6 NORTH MYRTLE BEACH CITY COUNCIL MEETING

The North Myrtle Beach City Council met at City Hall on Monday, December 6, for a 7:00 pm meeting.

City Council members appointed City Councilman J. O. Baldwin to a two-year term as Mayor Pro Tempore. Per City Code, City Council elects one Council member as Mayor Pro Tempore for a period of two years. The Mayor Pro Tempore acts as Mayor during the absence or disability of the Mayor and, if a vacancy occurs, acts as Mayor until a successor is duly elected and qualified.

City Council members approved their 2022 meeting schedule. The City Council meeting dates are January 3, February 7 and 21, March 7 and 21, April 4 and April 18-19 Budget Retreat, May 2 and 16, June 20, July 18, August 15, September 19, October 3, and 17, November 7, and December 5.

City Council passed the second (final) reading of an amendment to Ordinance 19-22, changing the effective date for implementation of the ban on single-use carryout bags by retail establishments from January 1, 2023, to July 1, 2022. 

City Council members adopted a resolution stating their intent to contribute $1.7 million annually for an as-yet-to-be-determined number of years toward the construction of I-73 within Horry County. Hospitality tax revenue would be used to meet the City’s contribution. 

The Resolution includes a variety of qualifications that must be met before any funding is forthcoming from the City. They include:

-- Any funds contributed by the City shall not be used for SC Highway 22 or any other roadways, and shall only be used for the actual construction of I-73 within Horry County.

-- No portion of the City’s funding shall be used for, including but not limited to, rights-of-way, construction documents, engineering, legal services, environmental studies, or reports of any kind.

-- Horry County and cities within Horry County must also participate in funding the I-73 project.

-- Construction of I-73 must begin on or before December 31, 2024.

-- Upon execution of the Request for Proposal for the I-73 project within South Carolina, the City will issue its formal commitment of funds for the project.

-- The SC Department of Transportation shall keep all records, including expense reporting, and shall share those records and expense reporting with all contributing parties and the public

City Council passed the first reading of an ordinance to rezone 9.28 acres near 17th Avenue South from R-4 to RC. 

The City’s 2018 Comprehensive Plan identifies 17th Avenue South as a key corridor important for establishing quality development. City Council was made aware of the desire to revitalize the area surrounding 17th Avenue South and directed staff to study the issue and identify a strategy. The limitations of the R-4 zoning district were identified as a minor regulatory hurdle for growth. RC zoning would encourage investment in the area and help reinvigorate the historic core of Crescent Beach. On May 5, 2021, a joint workshop was held between City Council and the Planning Commission to discuss the proposed rezoning. Following the discussion, staff initiated the rezoning process for this area.

City Council passed the first reading of an ordinance to annex and zone 0.36 acres on Cenith Drive. 

City Council passed the first reading of an ordinance to annex and zone 5.12 acres at the terminus of Wyndell Drive. 

City Council passed first reading of an ordinance to rezone 0.75 acres on Old Crane Road from R-1 to R-1A. 

City Council passed the first reading of an ordinance to annex and zone 0.44 acres on Cenith Drive.
