DECEMBER 6 NORTH MYRTLE BEACH CITY COUNCIL MEETING AGENDA 

The North Myrtle Beach City Council meets at City Hall on Monday, December 6, for a 7:00 pm meeting.

AGENDA

ELECTION OF A MAYOR PRO TEMPORE: Per City Code, City Council elects one Council member as Mayor Pro Tempore for a period of two years. The Mayor Pro Tempore acts as Mayor during the absence or disability of the Mayor and, if a vacancy occurs, acts as Mayor until a successor is duly elected and qualified. Former City Councilman Terry White served as Mayor Pro Tempore until his retirement from City Council.

MOTION: A motion to approve the proposed 2022 City Council meeting schedule. The proposed City Council meeting dates for 2022 are January 3, February 7 and 21, March 7 and 21, April 4 and April 25-26 Budget Retreat, May 2 and 16, June 20, July 18, August 15, September 19, October 3 and 17, November 7, and December 5.

ORDINANCE/SECOND READING: An amendment to Ordinance 19-22 changing the effective date for implementation of the ban on single-use carryout bags by retail establishments. 

Due to the lack of paper supplies and supply disruptions caused by the COVID-19 pandemic, it is proposed that implementation of the City’s ban on single-use carryout bags by retail establishments be postponed until July 1, 2022.

RESOLUTION: A proposed Resolution defines the City’s potential contribution toward the funding of I-73. 

Proposed funding of $1.7 million annually for a currently undetermined number of years must be used solely for the actual construction of I-73 within Horry County. The proposed Resolution includes a number of qualifications that must be met before the City’s contribution is forthcoming. Hospitality tax revenue would be used to make the City’s contribution.

ORDINANCE/FIRST READING: Request to rezone 9.28 acres near 17th Avenue South from R-4 to RC. 

The City’s 2018 Comprehensive Plan identifies 17th Avenue South as a key corridor important for establishing quality development. City Council was made aware of the desire to revitalize the area surrounding 17th Avenue South and directed staff to study the issue and identify a strategy. The limitations of the R-4 zoning district were identified as a minor regulatory hurdle for growth. RC zoning would encourage investment in the area and help reinvigorate the historic core of Crescent Beach. On May 5, 2021, a joint workshop was held between City Council and the Planning Commission to discuss the proposed rezoning. Following the discussion, the rezoning process for this area was initiated.

ORDINANCE/FIRST READING: Petition for annexation and zoning designation for 0.36 acres on Cenith Drive. 

The property owners have petitioned the City of North Myrtle Beach to annex approximately 0.36 acres of property located on Cenith Drive, identified by PIN 357-02-04-0057. The petition also reflects the requested City zoning district of Single-Family Residential Low-Density (R-1). The subject area is identified as Residential Suburban on the Future Land Use Map, and the request is consistent with the comprehensive plan.

ORDINANCE/FIRST READING: Petition for annexation and zoning designation for 5.12 acres at the terminus of Wyndell Drive. 

An agent for the owner has petitioned the City of North Myrtle Beach to annex approximately 5.12 acres of property located on Cenith Drive, identified by PIN 350-06-03-0043. The petition also reflects the requested City zoning district of Medium Density Residential (R-2). The subject area is identified as Residential Suburban on the Future Land Use Map (represented by zones R-1, R-1A, and R-1B). While the request is not consistent with the comprehensive plan, the zoning district requested is adjacent to this parcel.

ORDINANCE/FIRST READING: Request to rezone 0.75 acres on Old Crane Road from R-1 to R-1A. 

The property owner has requested that the City of North Myrtle Beach rezone approximately 0.75 acres of property located on Old Crane Road from Single-Family Residential Low-Density (R-1) to Single-Family Residential Low-Medium (R-1A). The subject property, identified by PIN 350-06-01-0137, is currently vacant and undeveloped. 

Surrounding land parcels within the City limits are zoned within the Bahama Island Planned Development District. Adjacent unincorporated parcels in the County are zoned Commercial Forest Agriculture (CFA) and General Residential (GR). The applicant annexed into the City on August 16, 2021, and misunderstood his development needs for a 2-lot subdivision prior to annexation.

An agent for the owner has petitioned the City of North Myrtle Beach to annex approximately 0.44 acres of property located on Cenith Drive, identified by PIN 357-02-04-0059. The petition also reflects the requested City zoning district of Single-Family Residential Low-Density (R-1). The subject area is identified as Residential Suburban on the Future Land Use Map, and the request is consistent with the comprehensive plan.
